House Bill 1110 and Bellevue

We noted in earlier posts that some cities won’t be quick to update codes to be in compliance with HB1110, and Bellevue is living up to that projection. Looking around more at where they are, we’re seeing that Bellevue squarely in the middle of their comprehensive plan (comp plan) amendments for 2024, the first step is preparing to push forward code compliant zoning changes for HB1110. It appears that comp plan changes and other procedural activities will be ongoing through end of 2024. Since most cities (Bellevue included) only start addressing the HB1110 changes once the comp plan is updated, the actual zoning code changes even in draft form won’t be available for quite some time for purposes of evaluation and prognostication. There is preliminary information available as it may pertain to city-wide zoning changes such as the Wilburton area but given that those changes aren’t yet ratified, it remains speculation on which EIS alternative will end up being the likely final version. That said, current zoning changes / clarifications per EIS documents appear per City staff recommendations to be:
