House Bill 1110 and Kirkland 2044
The city of Kirkland is still in early stages of looking at the implications of incorporating HB1110 requirements into the zoning code. Comprehensive plan changes are in review now, but not much more than an initial comparison of middle housing requirements under HB1110 compared at face value to the current Kirkland zoning codes. See excerpts below.
We followed up with Adam Weinstein, Director of Planning and Building, to get his preliminary take on the analysis work to date, and he confirmed that they’re early in the process. Conceptually, the city is leaning towards minimal changes being necessary to be in compliance with HB1110 as noted in the matrix, but these early studies don’t yet appear to have the benefit of extensive real-site studies to test the details of the code proposals.
Given where Kirkland is in the comp plan process, we’re a way out from seeing even a first draft of middle housing change in greater detail. We’ll continue watching to see how they progress with their comp plan updates and then the timeline for implementing middle housing. Hopefully we stay on track for the comp plan being adopted in December this year. Thanks for reading!
